Twenty years ago in San Diego, KSOL announces its first ever “Ugly Shoe” contest. The winner ends up being a pair of penny loafers found on top of garbage can lid on the banks of the Colorado River in Laughlin, Nevada by a young naïve Iowan Lucky and his two best friends paranoid Kansan Tim and impulsive Irishman Milhouse.

Lucky has a constricted urethra, which causes him to take a piss every five minutes. He has no wallet and just puts his money in his socks and never ties his shoes to tempt fate. He has a celibate relationship of nine months with Susan who is recovering from a kidney transplant. He catches her cheating with the KSOL radio DJ. Lucky believes in the good in everyone and it always gets him in trouble.

Angie his best friend, being secretly in love with him knows this better than anybody. They work together at SOL Reality that belongs to a sleaze bag broker Ed Biddler and his gold digger wife.

The drama in this story begins when a former LAPD Police Officer loses his wife to the electric chair after being wrongfully convicted of her best friends murder, leaving Franklin and his daughter behind. Franklin is angered and outraged by the legal system and becomes one of the most prominent Defense Attorneys in the Los Angeles legal system. Richard Jarvis a former military man accused of murdering a US Senator. He Heads to the west coast based on leads of finding the killer. His leads are from an anonymous phone source called Guardian. With a confused thought of escaping the witness protection program, he starts a limo service as requested by Guardian. 

While tracking the killer, Cori Nelson the daughter of Sen. Ted Nelson seeks revenge and makes a number of assassination attempts which are foiled each time by Guardian. Unbeknownst to him, he is part of a secret military project that's being conducted by Lt. Col. Neil Jackson US Army. In order for Jackson to earn his eagles, he will stop at nothing to complete the field operation involving Richard Jarvis and the Guardian project.
